Aspire Living & Learning is seeking a Senior Director of Program Operations in Bel Air, Maryland. This is a full-time, in-office position. Relocation assistance is available for qualified candidates.
The Senior Director of Program Operations plays a vital role in overseeing all aspects of service delivery for their state operation. Responsible for program operations, development and growth, continuous quality improvement, fiscal management, and all regulatory, contractual, corporate, and legal requirements for all programs.

- Supervises and oversees Adult Services Director (ASD) and assigned Administrative Staff
- Implements all Agency Policies and Procedures
- Participates in Agency Senior Management Team
- Ensure compliance of programs with all federal, state, local, and agency regulations and contractual obligations
- Project development
- Monitor all programs for quality and work with the State and Corporate staff to ensure quality
- Assist in the development of program quality improvement plans, projected revenue/expense and financial plan, recruitment, training and risk management for each program
- Monitor all program budgets and supervise ASD in their implementation
- Responsible for setting program direction
- Negotiate contracts and develop new business through RFP and competitive bidding process and individual purchase of service programming
- Represent the agency in various professional committees, task force initiatives etc.
- Oversee appropriate interface with billing system and other operating units as necessary to meet agency requirements
- Maintain relationships with community agencies and providers for referral and program
- Participate in and complete training sessions as delegated by management to enhance skills and knowledge relevant to the role.
- Conduct training as required and assigned.
- Perform any additional job responsibilities assigned by supervisors or team leaders to support the organization’s smooth operation.
- Accept reassignment as required.
Qualifications:
- Master’s Degree in Social Sciences, Special Education, or a Clinical Discipline, and a history of success in progressively responsible organizational management positions.
- At least five years of experience running an organization ($10 million or larger) providing quality services to adults and/or children with developmental disabilities, autism, a broad range of other behavioral disorders, and a commitment to exemplary clinical standards in an employee-supportive environment.
- Have a proven record of working cooperatively as a team leader and a team player in an open, participatory, team-oriented environment at both the Corporate and programmatic or State levels. Ability to develop Senior Management team members individually and professionally.
- Previous experience working with State Governments is essential. Oversight of compliance within State and internal standards.
- Demonstrated ability to raise funds, collaborate with Board Members, foster community relationships, and work collaboratively with charitable organizations. Ability to organize and oversee advisory boards.
- Proven skills in supervision and management of teams of professionals whose programmatic responsibilities are complex in nature.
- Extensive experience working with programs that employ Applied Behavioral Analysis (ABA) in a variety of different milieus.
- Solid working knowledge of budgeting, organization financials, Federal and State financing, and contract development and management, including understanding the complexity of funding sources and applying successful collection techniques. Previous experience and understanding of billing private insurances for specialized services for individuals with developmental disabilities such as autism.
- Demonstrated experience marketing and developing programs to ensure name recognition within the developmental disabilities community as well as within the community and throughout New England.
- Must have a valid driver’s license and have satisfactory background checks and driving record checks.
