Medicaid helps millions of people get the support they need, including people with intellectual and developmental disabilities who rely on Home and Community-Based Services (HCBS) to live independently. But right now, Medicaid is at risk of major federal funding cuts and that could have devastating consequences. 

If these cuts happen, states like Connecticut, New Hampshire, Massachusetts, Maryland, and Vermont would have to cover the difference. Many states already have tight budgets, so they might reduce or even eliminate critical services like HCBS. That means fewer people getting the support they need to live at home, work, and be part of their communities. 

What’s at Stake? 

Right now, more than 600,000 people across the U.S. are already on waiting lists for HCBS. Cuts to Medicaid could make the wait even longer or take services away from those who already have them. Each of the states Aspire Living & Learning serves could feel the impact: 

  • Connecticut: State officials warn they may have to come up with $1.5 billion to keep Medicaid services running at current levels. If they can’t, cuts are likely. 
  • Massachusetts & Vermont: Both states rely on Medicaid for critical disability services. If funding drops, people may lose the care that keeps them in their homes. 
  • New Hampshire & Maryland: With fewer federal dollars, these states may have to tighten eligibility rules, making it harder for people with disabilities to qualify for help.
